The first step was to check the AdBlue nozzle. It was completely clogged. It was cleaned.   Ben then checked the resistance of the heating system for the dosing nozzle on the AdBlue system. It was WAY too high, over 6 Ohm, it should be between 2.3 and 2.8 Ohm.  The metering nozzle was changed Dispensing nozzle
